(ii) Under the Statewide Academic Health Centers Component, all
research funds should be used for purposes consistent with HB 1425. All research,
including translational and clinical research, shall primarily and directly benefit the
citizens of Maryland.
(iii) Funds allocated to the Administrative Component shall be used
to fund all of the administrative costs in the department related to developing,
implementing, and managing all components of the Cancer and Tobacco Related
Diseases Prevention. Identification, and Treatment Program. The department may not
use any funds from the Local Public Health. Statewide Academic Health Centers,
Major Community Hospital, Tobacco Related Diseases, and Surveillance and
Evaluation Components for administrative purposes.
(iv) Any entity that receives funds under the Local Public Health,
Statewide Academic Health Centers. Major Community Hospital. Tobacco Related
Diseases, and Surveillance and Evaluation Components may use a maximum of 7% of
the funds for administrative costs.
(v) The department may shift a maximum of 10% of the allocation
for each component of the Cancer and Tobacco Related Diseases Prevention.
Identification, and Treatment Program to another component of the Cancer and
Tobacco Related Diseases Prevention. Identification, and Treatment Program, with
the exception of the Administrative Component, provided that the department must
report the shift of funds to the budget committees within 60 days.
(vi) The department shall submit to the budget committees a revised
Managing for Results Plan for the Cancer and Tobacco Related Diseases Prevention?
Identification, and Treatment Program that includes short term goals for fiscal 2004?
2002. and 2003. This revised plan shall be submitted by July 1, 2000. The short term
goals will allow the General Assembly to evaluate the department's program in
implementing the Cancer and Tobacco Related Diseases Prevention, Identification,
and Treatment Program.
(vii) The department may not award any funds to an outside entity
under the Surveillance and Evaluation Component before conducting a competitive
bid process.
(e) To maximise the effectiveness of the Tobacco Use Prevention and
Cessation Program and the Cancer and Tobacco Related Diseases Prevention.
Identification, and Treatment Program, the department shall ensure the following:
(i) The activities of all recipients of Cigarette Restitution Funds
shall be coordinated to achieve the program goals act by the department: and
