VA01.02 Administrative Services
General Fund Appropriation, provided that
$505,000 $1,010,000 of this appropriation
may not be spent until the Departments of
Budget and Management and Juvenile
Justice submit a joint report to the budget
committees reviewing the
appropriateness of information technology
spending in the Department of Juvenile
Justice since fiscal 1999, as well as
outlining future information technology
needs, or 45 days have elapsed from its
receipt.
Further provided that any contracts
that are let concerning the
enhancement or maintenance of the
ASSIST program or the management
of the department's wide area network
shall be competitively bid. Since the
Department of Juvenile Justice's
decision in fiscal 1998 to replace its
computer system for tracking juvenile
offenders, the General Assembly has
been concerned about the dramatic
cost escalation in both the ASSIST
program and the department's wide
area network. Therefore, the General
Assembly requests the Office of
Legislative Audits to conduct a
special audit of all spending on
information technology at the
