PARRIS N. GLENDENING, Governor Ch. 204
distribution of $90 per student. To be
eligible to participate, a nonpublic school
shall:
(1) Hold a certificate of approval from or be
registered with the State Board of
Education;
(2) Not charge more tuition to a
participating student than an amount
determined by the department based on the statewide average per pupil
expenditure by the local education
agencies: and
(3) Have an admissions policy that provides for the enrollment of children
without discrimination on th
e basis of
race, color, national origin, wealth,
religious preference, and special needs. In addition, no funds may be expended until
the Maryland State Department of
Education submits a report, no later than
July 1, 2000, to the Senate Economic and
Environmental Affairs and Budget and
Taxation Committees and the House Way
s
and Means and Appropriations
Committees detailing the distribution
m
ethodology and the committees have 45
days for review and c
omment. The report
shall include, but not be limited to, the
(1) A requirement that before participating
the nonpublic school notify the
department of efforts made by th
e
school to access available federal funds;
and
(2) A process for textbook acquisition by
which th
e department shall:
(a) Establish lists of qualified textbook vendors and of qualified textbooks,
to assure that the textbooks are
secu
lar in character and acceptable
for use in any public elementary or
secondary school in Maryland;
