children removed from their home; and the
reasons children were not removed when
their mothers refused or failed to complete
substance abuse treatment.
General Fund Appropriation, provided that
$1,00,000 of this appropriation may only
be expended to purchase substance abuse
treatment slots in advance for Temporary
Cash Assistance applicants and
recipients. To the extent feasible, the
funds should be used to encourage the
development of new treatment slots
rather than the setting aside of existing
treatment slots for Temporary Cash
Assistance applicants and recipients.
Further provided that priority for
treatment purchased with $3,000,000 of
this appropriation be given to mothers of
drug exposed infants and Temporary
Cash Assistance applicants and
