that at the General Election held in Frederick County on November 3, 1998, an Act
known as Chapter 245 the Acts of 1998 (House Bill 519) as submitted to the voters of
Frederick County in accordance with the provisions of Chapter 245 of the Acts of
1998, said Act being as follows:

AN ACT concerning

Frederick County - Elected Board of Education

FOR the purpose of providing that the members of the Board of Education of
Frederick County shall be elected by the voters of the County; providing, for the
terms, removal, and compensation of members of the Board; providing for the
election of a president; providing for the filling of vacancies on and meetings of
the Board; providing for the termination of the terms of the appointed members
of the Board in accordance with a certain schedule; making this Act contingent
on a referendum of the voters of Frederick County; and generally relating to the
conversion of the Frederick County Board of Education from an appointed board
to an elected board.

And it is hereby certified that at said election, 38,073 votes were cast for the
adoption of said Chapter 245 and 11,588 votes were cast against the adoption of said
Chapter 245, the said Chapter 245 of the Acts of 1998 has therefore been ratified.
