(2) require the Authority to submit an annual report and to publish its annual
operating budget;

(3) specify the extent to which the Authority must comply with County and
municipal zoning, subdivision, and planning laws and regulations and the process of
mandatory referral to the Planning Board;

(4) conform the Authority to the County's 2-year capital improvements
program cycle; and

(5) repeal obsolete provisions in, and generally clarify and amend, the law
governing the Revenue Authority.
