The Honorable Casper R. Taylor, Jr.
Speaker of the House
State House
Annapolis MD 21401

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 486.

This bill changes the qualifications of an educational or religious organization to
which the Maryland Insurance Commissioner may issue a special permit to make
agreements for annuity payments with donors. It deletes the requirement that the
organization be engaged solely in bona fide educational or religious activities.

Senate Bill 266, which was passed by the General Assembly and signed by me on May
13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 486.

Sincerely,

Parris N. Glendening
Governor

House Bill 486

AN ACT concerning

Charitable Gift Annuities - Issuance of Special Permits - Qualifications of

organization to which the Maryland Insurance Commissioner may issue a
special permit to make agreements for annuity payments with donors under
certain circumstances; and generally relating to the qualifications of educational
or religious organizations and the issuance of special permits for charitable gift
annuities,

BY repealing and reenacting, with amendments,
Article - Insurance

(As enacted by Chapter 70 of the Acts of the General Assembly of 1997)
