(FF) THE PROVISIONS OF § 15-126 OF THE INSURANCE ARTICLE APPLY TO
HEALTH MAINTENANCE ORGANIZATIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1999.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 676.

This bill makes several revisions to the Maryland Fair Distribution Act. Among other
things, it provides that if a dispute arises between the grantor and the distributor
relating to the application of the Maryland Fair Distribution Act, the parties must
submit the dispute to arbitration under the Maryland Uniform Arbitration Act.

House Bill 785, which was passed by the General Assembly and signed by me on May
27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 676.
