SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

5-101.
(G) IN ADDITION TO ALL OTHER INFORMATION REQUIRED BY THIS SECTION,
THE CAROLINE COUNTY BOARD OF EDUCATION, UPON REQUEST BY THE CAROLINE
COUNTY BOARD OF COUNTY COMMISSIONERS, SHALL PROVIDE WITH THE ANNUAL
BUDGET THE PROGRAM IMPLICATIONS OF RECOMMENDATIONS FOR REDUCTIONS TO
OR INCREASES IN ITS ANNUAL BUDGET, AT WHATEVER DIFFERENT LEVELS OF
FUNDING AND ACCOMPANIED BY WHATEVER REASONABLE SUPPORTING DETAILS
DETAIL AND ANALYSIS AS MAY BE SPECIFIED BY THE BOARD OF COUNTY
COMMISSIONERS. PRIOR TO THE SUBMISSION OF THE ANNUAL BUDGET, SIMILAR
INFORMATION SHALL BE SUBMITTED BY THE SUPERINTENDENT OF SCHOOLS UPON
REQUEST BY THE BOARD OF COUNTY COMMISSIONERS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1999. It shall remain effective for a period of 2 years and, at the end of
September 30, 2001, with no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 541:
This bill allows a person to catch oysters with a power dredge in State waters in and
contiguous to Dorchester County in the Chesapeake Bay. A power dredge license may
only be issued to the holder of an oyster harvester license. The Department of Natural
Resources must suspend the harvester license for the duration of the dredging
license.
House Bill 422, which was passed by the General Assembly and signed by me on May
27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 541.
