where the land lies, or is recorded and indexed on the tax rolls of the subdivision, AND
THE LIEN WILL BE SUBORDINATE TO ALL OTHER LIENS OF EVERY KIND PERFECTED
AGAINST THE REAL PROPERTY PRIOR TO THE ATTACHMENT OF THE LIEN. Any
subdivision, in lieu of recording in the appropriate court, may use a lien reporting
system, and any subdivision so doing shall provide, on request, a lien report or
memorandum with respect to any particular person.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1999 and shall apply to all liens for unpaid taxes on personal property in
existence on or after July 1, 1999.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 534.
This bill requires the Caroline County Board of Education, upon request by the
county commissioners, to provide with its annual budget the program implications of
recommendations for reductions to or increases in its annual budget.
House Bill 597, which was passed by the General Assembly and signed by me on May
27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 534.

Caroline County - Education Funding—Reporting Requirements Education
- Budget - Program Implications
FOR the purpose of requiring the Caroline County Board of Education and the
Caroline County Superintendent of Schools to provide, on request, certain
information to the Caroline County Board of County Commissioners; and
specifying the type of information to be provided certain information about
certain program implications with the annual budget when requested by the
Caroline County Board of County Commissioners; providing for the termination
of this Act; and generally relating to program implications of the education
budget of Caroline County.
