this fact to the Joint Committee on Welfare Reform of the General Assembly. On the
date of the certification, this Act shall be null and void and of no force and effect. The
Secretary of Human Resources shall send a copy of the certification to the
Department of Legislative Services.
SECTION 2. 6. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1999. It shall remain effective for a period of three years and, at the end
of June 30, 2002, with no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 461.
This bill maintains that unless approved by the Maryland Insurance Commissioner, a
group life insurance policy cannot be offered to a resident of the State unless it is
issued by a group specified in the bill or existing law. An insurer who solicits a
Maryland resident under a policy issued in another state must provide notice that the
policy may hot provide all the benefits required by Maryland law.
House Bill 729, which was passed by the General Assembly and signed by me on May
27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 461.
