(i) Disburse funds to the State and regional resource centers and
metropolitan cooperative service programs; and
(ii) Require that these funds be used subject to any conditions
specified by the appropriating agency or imposed under this subtitle.
(2) The Department may authorize the State Comptroller to withhold
funds from any regional resource center or metropolitan cooperative service program
that fails to meet the standards adopted by the Department.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1999.

AN ACT concerning
Health Care Regulatory Reform - Commission Consolidation
FOR the purpose of renaming the Maryland Health Care Access and Cost Commission
to be the Maryland Health Care Commission; integrating, consolidating, and
streamlining certain health care regulatory responsibilities and duties under
the Maryland Health Care Access and Cost Commission; repealing certain
obsolete provisions of law; altering the number of commissioners on the
Commission who must meet certain criteria; establishing the membership of the
Maryland Health Care Commission; specifying the terms of the initial members
of the Maryland Health Care Commission; establishing a Health Care Access
and Cost Commission Fund; specifying the funding for the Health Care Access
and Cost Commission Fund; specifying the purpose of this Act; abolishing a
certain commission that functions in the Department of Health and Mental
Hygiene by certain dates; altering specifying the duties, responsibilities, and
functions of the Maryland Health Care Access and Cost Commission; requiring
the Maryland Health Care Access and Cost Commission to coordinate the
exercise of its functions with the Department and the Health Services Cost
Review Commission; altering certain provisions of law related to State health
planning and development; establishing a certain advisory committee and
providing for its termination date authorizing the Maryland Health Care
Commission to appoint certain advisory committees; providing for the
classification of certain staff hired by the Maryland Health Care Access and
Cost Commission and the Health Services Cost Review Commission; altering
certain procurement procedures required of certain commissions; requiring the
Maryland Insurance Commissioner to provide the Maryland Health Care Access
and Cost Commission with certain information after a certain date; eliminating
certain duties required to be performed by the Maryland Insurance
Commissioner after a certain date; requiring the Maryland Health Care Access
