(4) (I) The Department may establish by regulation the type and
number of deer stamps issued under this subsection if necessary to control the deer
harvest in various areas of the State.

(II) 1. THE DEPARTMENT SHALL ESTABLISH BY REGULATION AN
EARLY BLACK POWDER SEASON ON TWO CONSECUTIVE FRIDAYS AND SATURDAYS IN
OCTOBER

2. THE DEPARTMENT SHALL LIMIT HUNTING DURING THE
FIRST SECOND WEEKEND OF THE EARLY BLACK POWDER SEASON TO ANTLERLESS
DEER ONLY.

(H) THE DEPARTMENT SHALL ESTABLISH ANTLERED AND ANTLERLESS DEER
HUNTING REQUIREMENTS IN EACH DEER MANAGEMENT REGION TO MEET THE
GOALS OF THE DEER MANAGEMENT PLAN.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1999. It shall remain effective for a period of 2 years and, at the June 30, 2001,
with no further action required by the General Assembly, this Act shall be abrogated
and of no further force and effect.

Code Counties - Referendum - Special Election

FOR the purpose of providing that a referendum on a local law enacted by the county
commissioners of a code county may be submitted to the voters at a special
election; requiring that the calling of the special election be pursuant to a
resolution enacted by the county commissioners; and generally relating to
submitting a referendum at a special election in code counties.
