(b) (1) Consistent with paragraph (2) of this subsection, each substitute
member shall be compensated for each day of service as provided in the county
budget.

(2) (i) Except as provided in subparagraph (ii) of this paragraph, a
substitute member shall be compensated at a rate of at least $25 for each meeting of
the board that the substitute member attends.

(ii) 1. In Calvert County, a substitute member shall be paid at
least $50 for each meeting that the substitute member attends.

2. In Garrett County, a substitute member shall be paid $600

annually.

3. IN KENT COUNTY. A SUBSTITUTE MEMBER SHALL BE PAID
AT LEAST $50 FOR EACH MEETING THAT THE SUBSTITUTE MEMBER ATTENDS.

[3.] 4. In Wicomico County, a substitute member shall be

paid $1,200 annually.

SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III,
Section 35 of the Constitution of Maryland, this Act may not be construed to extend or
apply to the salary or compensation of the regular members of the Dorchester County
Board of Elections or the salary or compensation of the regular and substitute
members of the Kent County Board of Elections in office on the effective date of this
Act, but the provisions of this Act concerning the salary or compensation of the
regular members of the Dorchester County Board of Elections and the regular and
substitute members of the Kent County Board of Elections shall take effect at the
beginning of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1999.

AN ACT concerning

Higher Education - Utility Services

FOR the purpose of exempting certain persons that enter into certain agreements
regarding certain utility services with public institutions of higher education
from being considered public service companies subject to the jurisdiction of the
Public Service Commission under certain circumstances.
