(8) SPACE FOR PUBLIC BUILDINGS,

(9) TRAFFIC CONTROL;

(10) URBAN RENEWAL; AND

(11) ANY OTHER COMMUNITY NEED OR PROJECT THAT THE COMMISSION
BELIEVES MAY IMPROVE:

(I) THE FACILITIES AND DEVELOPMENT OF ANNAPOLIS AND
ADJACENT AREAS; AND

(II) THE FACILITIES AND DEVELOPMENT OF ANY UNIT OF THE
STATE GOVERNMENT.

(D) (1) A STUDY OR RECOMMENDATION OF THE COMMISSION IS ADVISORY
ONLY.

(2) THE COMMISSION MAY NOT REQUIRE OR COMPEL THE ADOPTION OR
IMPLEMENTATION OF ANY RECOMMENDATION.

9-107.

IN ADDITION TO ANY POWERS SET FORTH ELSEWHERE, THE COMMISSION:

(1) MAY ACCEPT MONEY FROM A PRIVATE OR PUBLIC AGENCY FOR USE
IN CARRYING OUT THE POWERS AND DUTIES OF THE COMMISSION; AND

(2) FOR THAT PURPOSE, MAY GIVE THE MONEY TO A PRIVATE OR PUBLIC
AGENCY OR OTHERWISE SPEND THE MONEY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1999.

AN ACT concerning

Charles County - Property Tax and Recordation Tax - Rental Dwellings
Converted to Owner-Occupied Dwellings

FOR the purpose of authorizing the governing body of Charles County, by law after a
public hearing, to designate as eligible for certain tax benefits geographically
defined targeted areas of the county that the governing body determines are in
transition from predominantly owner-occupied homes to predominantly rental
dwellings; authorizing the governing body of Charles County to grant, by law, a
property tax credit against the county property tax imposed on real property
that is located in a designated targeted area and has been converted from a
