SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 25 - County Commissioners

3.

(T-3) THE BOARD OF COUNTY COMMISSIONERS OF WASHINGTON COUNTY MAY
ADOPT A LICENSING SCHEME FOR HOME BUILDERS. THE BOARD MAY SET A LICENSE
FEE AND MAY REQUIRE AN APPLICANT OR LICENSEE TO PROVIDE A PERFORMANCE
BOND.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1999.

AN ACT concerning

Education - Noncertificated Employees - Prohibitions on Hiring

FOR the purpose of requiring the State Board of Education to adopt regulations that
prohibit the hiring, by county boards of education, of from knowingly hiring, as
noncertificated employees, individuals who have been convicted of certain
crimes; providing for the application of this Act; and generally relating to the
hiring of noncertificated employees by county boards of education.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

6-113.

THE STATE BOARD SHALL ADOPT REGULATIONS THAT PROHIBIT A COUNTY
BOARD FROM KNOWINGLY HIRING, AS A NONCERTIFICATED EMPLOYEE, ANY
INDIVIDUAL WHO HAS BEEN CONVICTED OF A CRIME INVOLVING:

(1) UNLAWFUL MANUFACTURE, DISTRIBUTION, OR DISPENSING OF
CONTROLLED DANGEROUS SUBSTANCES UNDER ARTICLE 37, § 286, § 286C,
§ 286D, §
287(D), § 288, § 289, § 299, OR § 301A OF THE CODE;
