SECTION 1. BE IT ENACTED. BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Tax - Property

7-211.

(b) (1) THIS SUBSECTION DOES NOT APPLY TO PROPERTY OWNED BY THE
MARYLAND-NATIONAL CAPITAL PARK AND PLANNING COMMISSION IN PRINCE
GEORGE'S COUNTY THAT IS LOCATED IN A PUBLIC AIRPORT AND IS USED FOR A
RESTAURANT CONCESSION.

(2) An interest of a person in property of the federal government, the
State, a county, or a municipal corporation is not subject to property tax, if the
property is used for a concession that:

[(1)3 (I) is located in a public airport, park, market, or fairground; and

[(2)] (II) is available for use by the general public.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1999 and shall be applicable to taxable years beginning after June 30, 1999.

AN ACT concerning

Creation of a State Debt - Baltimore City - Royal Theater Marquee

Monument Project

FOR the purpose of authorizing the creation of a State Debt not to exceed $105,000
$100,000, the proceeds to be used as a grant to the Pennsylvania Ave.
Committee, Inc. for certain acquisition, development or improvement purposes;
providing for disbursement of the loan proceeds, subject to a requirement that
the grantee provide and expend a matching fund; and providing generally for
the issuance and sale of bonds evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Baltimore
City - Royal Theater Marquee Monument Project Loan of 1999 in a total principal
amount equal to the lesser of (i) $105,000 $100,000 or (ii) the amount of the matching
fund provided in accordance with Section 1(5) below. This loan shall be evidenced by
the issuance, sale, and delivery of State general obligation bonds authorized by a
