funds represent the first $1,000,000 of a $6,000,000 State
commitment to a federal. State, and county partnership for the
restoration of and improvements to, historic structures at Glen
Echo Park. No funds may be expended until Montgomery County
develops and submits to the budget committees a business plan
for the operation of Glen Echo Park which ensures that the State
will not need to provide an operating subsidy. The committees
shall have 45 days to review and comment on the business plan

ZB02 LOCAL JAILS AND DETENTION CENTERS

(A) Anne Arundel County Detention Center. Provide a grant to the
County Executive and County Council of Anne Arundel County
to assist in the expansion and renovation of the Anne Arundel
County Detention Center on Jennifer Road, subject to the
requirement that the grantee provide an equal and matching
fund for this purpose. Notwithstanding the provisions of Section
1(5) of this Act, the matching fund may include funds expended
prior to the effective date of this Act (Anne Arundel County)....

(B) Harford County Detention Center. Provide a grant to the
County Executive and County Council of Harford County to
assist in the renovation of the former kitchen of the Harford
County Detention Center into a Mental Health Unit, subject to
the requirement that the grantee provide an equal and
matching fund for this purpose. Notwithstanding the provisions
of Section 1(5) of this Act, the matching fund may include
funds expended prior to the effective date of this Act, provided
that no funds may be expended until the program plan has been
approved by the Departments of Budget and Management and
General Services and the approved program plan has been
submitted to the budget committees for review and comment or
45 days have elapsed from the date of receipt (Harford

(C) Montgomery County Detention Center. Provide a grant to the
County Executive and County Council of Montgomery County
for planning and construction of a County Detention Center in
Clarksburg, subject to the requirement that the grantee provide
an equal and matching fund for this purpose. Notwithstanding
the provisions of Section 1(5) of this Act, the matching fund may
include funds expended prior to the effective date of this Act,
provided that no funds may be expended for equipment until
the Department of Budget and Management has reviewed and
approved the list of proposed equipment (Montgomery County).
