(IV) A STICKER ISSUED FROM BY THE U.S. DEPARTMENT OF
DEFENSE THAT IDENTIFIES MILITARY PERSONNEL FOR THE PURPO
SE OF GAINING
ENTRANCE TO ANY MILITARY INSTALLATION
AND THAT IS PLACED IN THE TOP
CENTER OF THE WINDSHIELD, AS LONG AS THE STICKER SO PLACED DOES NOT
INTERFERE WITH THE DRIVER'S CLEAR VIEW OF TRAFFIC.

(3) THE ADMINISTRATION SHALL ADOPT REGULATIONS TO EXEMPT
FROM THE PROVISIONS OF PARAGRAPH (1) OF THIS SUBSECTION MATERIALS
PLACED ON THE WINDSHIELD OF A VEHICLE IN COMPLIANCE WITH SECURITY
MEASURES REQUIRED BY A FEDERAL OR STATE GOVERNMENT AGENCY AND
APPROVED BY THE ADMINISTRATION

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October I, 1999.

AN ACT concerning

Motor Vehicles - Windshield Materials - Governmental Exemptions

FOR the purpose of requiring the Motor Vehicle Administration to adopt regulations
to exempt certain government agencies from certain prohibitions against
driving a vehicle with certain materials on the vehicle's windshield; and
generally relating to windshield material prohibitions and exemptions.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Transportation

21-1104.

(d) (1) Except as provided in [paragraph (2)] PARAGRAPHS (2) AND (3) of
this subsection, a person may not drive a vehicle with any sign, poster, card, sticker,
or other nontransparent material on the windshield, side wings, or side or rear
windows of the vehicle.

(2) This subsection does not apply to:
