Provided that this appropriation shall not
be expended until a preliminary plan
for the redevelopment of the "Westside"
of downtown Baltimore City is
presented to and approved by the
Governor and submitted for a 45-day
review and comment period to
the
Legislative Policy Committee and
contains the following items:

1. A management structure for
oversight and implementation of the
redevelopment effort.

2. A funding plan which clearly
outlines both City and private financial
responsibilities and a schedule for land
acquisition and redevelopment projects.

3. A financial pro forma for the
Hippodrome which does not rely on
operating subsidies from the State.
