Funds are appropriated in the Department

of Health and Mental Hygiene budget to

pay for services provided by this program.

Authorization is hereby granted to use

these receipts as special funds for

operating expenses in this program.

RA04.02 Subcabinet Collaborative Fund

General Fund Appropriation, provided that

funds for Head Start may not be expended

until a plan detailing how the funds will

be spent is submitted to the budget

committees for review and comment or 45

days have elapsed from its receipt.

Further provided that any State funds

expended for Head Start shall be spent on

programs that are consistent with the

Maryland Model for School Readiness

developed by the Maryland State

Department of Education, provided that

funds for Head Start may not be expended

until a plan detailing how the funds will

be spent is submitted to the budget

committees for review and comment or 45

days have elapsed from its receipt. Further

provided that funds may only be used by

Head Start grantees for expanding the

range and hours of services offered, or

increasing the number of children served,

and on programs that are consistent

with the principles of the Maryland

Model for School Readiness developed

by the Maryland State Department of

Education. No funds may be expended

for salary or benefit enhancements or used

in any way to supplant existing services

provided by federal funds. Additionally,

no funds may be awarded to a Head Start

program until the program has submitted
