FOR the purpose of requiring certain contracts of purchase in Washington County to
be awarded to the lowest responsible bidder who submits a responsive bid; and
generally relating to the authority to award certain contracts of purchase to
certain bidders.

(b) (2) A contract of purchase or other expenditure shall be awarded to the
lowest responsible bidder WHO SUBMITS A RESPONSIVE BID.
