(3) 1 MEMBER SHALL BE APPOINTED BY THE ST. MARY'S COUNTY
DEMOCRATIC CENTRAL COMMITTEE; AND

(4) 1 MEMBER SHALL BE APPOINTED BY THE ST. MARY'S COUNTY
REPUBLICAN CENTRAL COMMITTEE.

THE COMMISSION SHALL DETERMINE THE TIMES AND PLACES OF ITS
MEETINGS.

BY DECEMBER 1, 2000, AND BY DECEMBER 1 EVERY FOURTH YEAR THEREAFTER,
THE COMMISSION SHALL:

(1) REVIEW THE SALARIES SET BY LAW FOR ST. MARYS COUNTY
OFFICIALS;

(2) REVIEW STATE AND LOCAL LAWS AND THE PROCEDURES FOLLOWED
IN ST. MARY'S COUNTY CONCERNING THE INCLUSION OF BENEFITS AS PART OF THE
COMPENSATION OF THE COUNTY COMMISSIONERS;

(3) MAKE RECOMMENDATIONS TO THE COUNTY COMMISSIONERS
CONCERNING THE COMPENSATION SET BY LAW FOR COUNTY OFFICIALS; AND

(4) MAKE A SPECIAL RECOMMENDATION CONCERNING THE INCLUSION
OF BENEFITS AS PART OF THE COMPENSATION OF COUNTY COMMISSIONERS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act may not be
construed to extend or apply to the compensation of any officer or official of St. Mary's
County in office on the effective date of this Act, but if any changes are recommended
by the Compensation Review Commission created by this Act concerning the
compensation of the officers and officials of St. Mary's County, those changes shall
take effect at the beginning of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That all laws or parts of laws,
public general or public local, inconsistent with this Act, are repealed to the extent of
the inconsistency.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1999.
