PARRIS N. GLENDENING, Governor Ch. 35 "Commissioner" § 1-101 14-140. PROHIBITED ACTS; CRIMINAL PENALTIES. (A) OPERATING WITHOUT CERTIFICATE OF AUTHORITY.
