MARYLAND STADIUM AUTHORITY

The Maryland Stadium Authority is
authorized to prepare various studies,
including economic feasibility studies, site
studies, financing studies, and design
review, with respect to the contemplated
acquisition and construction of a
privately-financed motor sports raceway
project in the Middle River area of
Baltimore County to be located on a site of
approximately 1,000 acres situated west of
Earls Road and north of the Amtrak train
line in the vicinity of the Glenn L. Martin
State Airport. The authority is permitted to
enter into feasibility and study contracts,

engage consultants, make

recommendations, and take other actions
related to this purpose. Prior to engaging in
any such study activities, the Maryland
Stadium Authority shall report to the budget
committees on the proposed budget of the
studies and the sources of funds.

It is the intent of the General Assembly that
the State's contribution to the construction
of the Baltimore Ravens football stadium
not exceed the level outlined in the
financing plan as approved by the Board of
Public Works on March 27, 1996. The
General Assembly further reiterates its
