Pursuant to the provisions of Section 23-11 of Article 33 of the Annotated Code
of Maryland, the State Administrative Board of Election Laws does hereby certify
that at the General Election held in the State of Maryland on November 5, 1996, an
Act known as Chapter 81 of the Acts of 1996 was submitted to the voters of the State
of Maryland under the provisions of Article XVI of the Constitution of the State of
Maryland, said Act being as follows:

AN ACT concerning

Charter Counties - Vacancies - Special Elections             

FOR the purpose of proposing amendments to the Constitution of Maryland to
authorize a charter county to enact local legislation permitting the conduct of a
special election, or provide other alternative means, to fill a vacancy in the
County Council; and submitting this amendment to the qualified voters of the
State of Maryland for their adoption or rejection.

And it is hereby certified that at said election, 1,040,907 votes were cast for the
adoption of said Chapter 81 and 210,897 votes were cast against the adoption of said
Chapter 81, the said Chapter 81 of the Acts of 1996 has therefore been ratified.
