AN EMERGENCY ACT to:

(1)     provide that the decision of the County Council on abandonment or closing
of roads and other rights-of-way may be based on [[all]] certain additional
information available to the Council, and [[need not be limited to the
record of previous hearings]] allow parties of record to comment on any
added information the Council relies on;

(2)     revise the notice period for abandonment or closing of certain roads and
other rights-of-way; and

[[(2)]](3) make technical and stylistic changes to, and generally clarify and
amend the procedures for abandonment or closing of roads and other

rights-of-way.
