Laws of Montgomery County, 1996

AN EMERGENCY ACT to:

(1)     delete certain references to the Department of Social Services to reflect the
transfer under State law of the functions of the Department of Social Services to the
Department of Health and Human Services;

(2)     abolish the Department of Health to implement certain authority granted
to the County under State law and to complete the consolidation of certain health
functions in the Department of Health and Human Services;

(3)     generally provide for the consolidation of social services, public assistance,
and health programs in the Department of Health and Human Services; and

(4)     make certain stylistic and clarifying changes.

AN EMERGENCY ACT to:

(1)     implement State law transferring certain State employees to the
Montgomery County Department of [[Social]] Health and Human Services;

(2)     provide for transfer of [[savings plan]] certain State of Maryland
Retirement or Pension System funds and for [[employee elections to
participate]] participation in the County Retirement Savings Plan by
certain former State employees;

(3)     provide that certain transfers of employee and employer contributions are
not annual additions within the meaning of Section 415 of the Internal
Revenue Code; and

(5)     generally amend County law regarding the Employees* Retirement
Savings Plan.
