AN ACT amending the Subdivision and Land Development Regulations of Howard
County; authorizing the division and merger for residentially zoned property
under certain circumstances; exempting certain subdivisions from defining
floodplain and wetland limits on certain plats and plans; amending certain road
right-of-way and resubdivision requirements; requiring residential lots to be
usable in certain respects concerning environmentally sensitive features and
drainage; altering the provisions concerning driveways for pipestem lots;
altering certain percentages of open space; altering certain site development
plan exemptions; making conforming technical changes; and generally
amending the Howard County Subdivision Regulations.

commercial real property for which the County provides refuse collection
service; requiring the County Council, by Resolution, to set the charge;
providing for the application of this Act; and providing for the billing and
