AN ACT to propose amendments to Article II, Legislative Branch; Article III,
Executive Branch; Article V, Budget and Finance; and Article VI, Personnel; of
the Harford County Charter, as amended, by repealing and reenacting, with
amendments, Section 212, Secretary of the Council; Section 310, Temporary
Absence or Disability of the County Executive; Section 311, Executive Veto;
Section 510, Filing of Proposed Budget; Section 511, Public Budget Hearings;
and Section 602, Classified and Exempt Services; to change the title of the
Secretary of the Council to the Administrator of the office of the County Council;
to more appropriately reflect the duties performed by the Secretary of the
Council; and to require the submission of this amendment to the legally
qualified voters of Harford County for their adoption or rejection, in accordance
with Section 905 of the Harford County Charter.

AN ACT to repeal and to re-enact, with amendments, Subsection A(2), heading
Chesapeake Bay Critical Area Management Program, of Section 169-1,
heading, Adoption; Legal Status, of Chapter 169, heading, Master Plan, of the
Harford County Code, as amended; to incorporate map changes to the
Chesapeake Bay Critical Area Management Program that resulted from the
approval of a certain growth allocation; to approve map due to refinements to
the flood plain boundaries; and generally related to the Chesapeake Bay Critical
Area Management Program.

AN ACT to repeal and reenact with amendments Subsection J of Section 256-13,
Water and Sewer Plan, of Article I, General Provisions, of Chapter 256, Water
and Sewers, of the Harford County Code, as amended, to provide for the
adoption of the Fall, 1996 Master Water and Sewer Plan and to submit said Plan
to the Maryland Department of the Environment for its approval and
implementation pursuant to Title 9 of the Environment Article of the Maryland
Annotated Code.
