AN ACT to repeal and re-enact, with amendments, Subsections 3(a) and (b), of
Subsection 267-104B(1)(d), Roads, of Section 267-104, Adequate public
facilities, of Article XXI, Public Facilities, of Chapter 267, Zoning, of the Harford
County Code, as amended, to provide a reference to the new 1996 Land Use
Element Plan.

AIM ACT to repeal and re-enact, with amendments, Subsection A, Incorporation by
reference; to repeal Subsections A(1), 1988 Major Road Plan, and A(2),
Amendments to the Major Road Plan; to repeal and re-enact, with amendments,
Subsection A(4), 1988 Land Use Plan; and to renumber current Subsections
A(3), A(5), A(6) and A(7), all of Section 169-1, Adoption; legal status, of Chapter
169, Master Plan, of the Harford County Code, as amended, to provide for the
repeal of the 1988 Road Plan and its amendments; and to adopt the 1996 Master
Plan and the 1996 Land Use Element Plan; and to further provide that the 1996
Master Plan and the 1996 Land Use Element Plan, along with all maps and
appendices, are attached to this Act and made a part hereof as though they were
fully stated herein: Plan.

AN ACT to add new Article IX, Whiteford/Cardiff Sanitary Subdistrict to Chapter
256, Water and Sewers, of the Harford County Code, as amended; to establish a
new sanitary subdistrict (sewer only), to create a method of assessment and
reassessment for the subdistrict, to set the initial assessment and the
connection and operation and maintenance fees, and to establish parameters for
future development within the sanitary subdistrict.

AN ACT to propose an amendment to Article V, Budget and Finance, of the Harford
County Charter, as amended, by repealing and reenacting, with amendments,
Section 524, Indebtedness; to provide greater flexibility in the structuring of the
principal payments over the life of the bonds as they relate to the useful life of
the improvement; to provide that the improvement may be sold at, above, or
below par; and to require the submission of this amendment to the legally
