AN ACT concerning

Charter Section 714 - Work Programs and Allotments

FOR the purpose of amending the Baltimore County Charter to clarify the duty and
authority of the county executive to make revisions and reductions to county
appropriations during a fiscal year so as to forestall the making of expenditures
in excess of projected income and fund balance by reducing allotments of
appropriations for certain operational expenses; to make certain stylistic
changes; and generally relating to work programs and allotments.

Grant Review Procedure

FOR the purpose of creating a Grant Review Committee process to review certain
County grants and loans; specifying the composition of the Committee and its;
providing for a Grant Review Administrator and specifying the Administrator's
duties and functions; specifying certain application procedures and procedures
for the review of certain proposed grants and loan a; requiring notification to the
County Council; and generally relating to a process governing the review and
approval of certain county loans and grants.
