AN ACT concerning

The Livability Code

FOR the purpose of clarifying the County's authority to enjoin violations of certain
County codes: amending the Livability Code in order to extend its provisions to
vacant structures; extending the Livability Code to the exterior maintenance of
owner-occupied housing in Baltimore County; amending certain provisions of
the Livability Code applicable to rental property; defining terms; providing
penalties; providing for the enforcement of the Livability Code; providing for a
civil penalty for violations of certain provisions of the Code; providing for a
hardship assistance program to provide loans to property owners who cannot
pay the cost of repairs ordered to certain housing; restructuring the Livability
Code provisions; and generally relating to the Baltimore County Livability Code.
