SECTION 10. AND BE IT FURTHER ENACTED, That:
Preamble
WHEREAS, The compilation of the charters of all the municipal corporations in
Maryland was first prepared by the Department of Legislative Reference in accordance
with Chapter 78 of the Acts of the General Assembly of 1983; and
WHEREAS, This compilation was legalized under Chapter 77 of the Acts of the
General Assembly of 1983; and
WHEREAS, In accordance with Article 23A, § 17B of the Code, the Department of
Legislative Reference has prepared and published supplements to this compilation
annually since 1984; and
WHEREAS, The Department of Legislative Reference reprinted the entire
compilation in 1990 as the result of the transfer of the charter database to an updated
computer system, and will need to reprint the compilation periodically as its computer
system continues to be updated; and
WHEREAS, Due to the growing importance, increasing complexity, and expanding'
volume of municipal charters, the General Assembly believes that it would be appropriate
now to codify the legalization of the compilation so as to increase awareness of the legal
significance of the compilation as part of the Public Local Laws of Maryland and to
improve access to the municipal charters; and
WHEREAS, The Department of Legislative Reference was advised under 80
Opinions of the Attorney General,_ (1995) [Opinion No. 95-037 (September 21,
1995)], to reprint the charters of those municipal corporations that have been granted
urban renewal powers for slum clearance under Article III, § 61 of the Maryland
Constitution so as to accurately reflect the urban renewal powers as granted by the
General Assembly.

(A) THE PUBLIC LOCAL LAWS OF MARYLAND - COMPILATION OF MUNICIPAL
CHARTERS THAT IS PREPARED AND PUBLISHED BY THE DEPARTMENT OF
LEGISLATIVE REFERENCE IS ADOPTED AND MADE EVIDENCE OF THE PORTION OF
THE PUBLIC LOCAL LAWS OF THE STATE OF MARYLAND THAT CONTAINS THE
CHARTERS OF ALL THE MUNICIPAL CORPORATIONS IN THE STATE. IT SHALL BE
CONSIDERED AS EVIDENCE OF THE LAW IN ALL COURTS OF THE STATE AND BY ALL
PUBLIC OFFICES AND OFFICERS OF THE STATE AND ITS POLITICAL SUBDIVISIONS.
(B) A REPLACEMENT EDITION OF THE PUBLIC LOCAL LAWS OF MARYLAND -
COMPILATION OF MUNICIPAL CHARTERS THAT IS PREPARED AND PUBLISHED BY
THE DEPARTMENT OF LEGISLATIVE REFERENCE IS ADOPTED AND MADE EVIDENCE
OF THE PORTION OF THE PUBLIC LOCAL LAWS OF THE STATE OF MARYLAND THAT
CONTAINS THE CHARTERS OF ALL THE MUNICIPAL CORPORATIONS IN THE STATE
