(2) For purposes of this subsection, a failure to pay does not include a
nonpayment or underpayment of a fee that is promptly remedied following written
notification from the Commissioner of the nonpayment or underpayment,]

[(f)] (E) The Commissioner may waive, by rule, order, or otherwise, the filing of
any document required under this section.

SECTION 4. AND BE IT FURTHER ENACTED, That Section 3 of this Act shall
take effect October 10, 1999.

SECTION 5. AND BE IT FURTHER ENACTED, That § 11-103 of the
Corporations and Associations Article shall apply the Philanthropy Protection Act of
1995 and shall apply to administrative and judicial proceedings beginning after the
effective date of this Act.

SECTION 6. AND BE IT FURTHER ENACTED, That, except for Section 3 of
this Act, this Act shall take effect October 1, 1997.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 918.

This bill extends through fiscal year 2002 the period during which highway user revenues
distributed to Baltimore City may be used to pay for students' costs of Mass Transit
Administration fares for eligible public school students.

Senate Bill 738, which was passed by the General Assembly and signed by me on this
date, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 918.

AN ACT concerning
Baltimore City - Highway User Revenues - Payment of Student Transportation Costs

FOR the purpose of extending the period during which highway user revenues distributed
to Baltimore City may be used to pay students' costs of discounted Mass Transit
Administration fares for eligible public school students in the City; and generally
relating to the use of highway user revenues in Baltimore City.
