Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 299.

This bill authorizes Baltimore City to impose civil and criminal fines and penalties for
violations of any ordinances, rules, or regulations.

Senate Bill 270, which was passed by the General Assembly and signed by me on May 8,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 299.

AN ACT concerning

Baltimore City - Ordinance Enforcement - Proceedings and Penalties

FOR the purpose of authorizing Baltimore City to establish certain fines civil and
criminal fines and penalties to enforce certain ordinances, rules, or regulations;
authorizing Baltimore City to establish certain administrative proceedings,
remedies, and penalties to enforce certain Baltimore City ordinances relating to the
sanitary conditions of lot
s, buildings; and public property; providing appropriate
judicial review of orders or deci
sions of certain proceedings providing for the
effective date of this Act; and generally relating to the administration and authority
of the Mayor and City Council of Baltimore to provide civil and criminal fines and
penalties for the enforcement of ordinances, rules, or regulations in Baltimore City.
