(b) (1) The Governor may not reduce an appropriation to the Legislative
Branch or the Judicial Branch of the State government.

(2)     The Governor may not reduce an appropriation for:

(i) payment of the principal of or interest on the State debt;

(ii) public schools, INCLUDING THE MARYLAND SCHOOL FOR THE
DEAF; or

(iii) the salary of a public officer, during the term of office.

(3)     Except as provided in § 8-109 of the State Personnel and Pensions
Article, the Governor may not reduce an appropriation for the salary of any employee in
the classified service or unclassified service.

SECTION 2. AND BE IT FURTHER ENACTED, That:

(a)     The provisions of this Act relating to the formula for determining annual
appropriations for the Maryland School for the Deaf may not be implemented until the
fiscal year beginning on July 1, 1998.

(b)     The provisions of this Act relating to funding for the program of enhanced
services for deaf students who have other moderate to severe disabilities created in §
8-310.1 of the Education Article shall be implemented for the fiscal year beginning on
July 1, 1997.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1997.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 647.

This bill requires an applicant for a dental hygienist license to be a graduate from a
State-approved school of dental hygiene that is accredited by the American Dental
Association Commission on Dental Accreditation. The program must require at least two
years of education in an institution of higher education. The State Board of Dental
Examiners may issue a temporary license to practice dental hygiene if the applicant
satisfies the requirements in existing law and has graduated from an accredited dental
hygiene program. The bill also provides that the State or the board may maintain an
action to enjoin unauthorized practice of dental hygiene.
