Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 263.

This bill allows a county or municipality to accept payment of taxes, fees, or any other
charges by credit card or debit card. If such cards are used, the local government may add
a service charge not exceeding the amount that the government may be charged in
connection with the use of the card. The fee must be determined at the time the taxes or
fees are paid by the individual.

House Bill 393, which was passed by the General Assembly and signed by me on May 8,
1997, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 263.

Sincerely,

Parris N. Glendening

Governor
