(iii) The funds allocated for demonstration projects under this section
are incentive funds over and above any transfer of [program] FIP benefits to a third
party.

(d) (3) Participants in the cooperative living project shall be chosen from
volunteers eligible for [AFDC] FIP benefits.

(e) (2) Participants in the individualized case management projects shall be
chosen from volunteers who are:

(ii) Determined by individual assessment to be able to benefit from the
[program] PROJECTS.

Article 95 - Treasurer

(c) (1) (iii) The State Treasurer's local government investment guidelines shall
include a form that local government units shall use to comply with subsection (e) of this
section. The form shall be adaptable to the investment needs of each local government
unit and shall require sufficient detail to identify all pertinent aspects of an investment
portfolio, including any realized losses. The form also shall require that each county
include investments managed in accounts for or by the board of [eduction] EDUCATION
and the board of library trustees of the county. The form shall provide for certification as
required under subsection (e) of this section.

Article - Agriculture

2-203.

(a) The Commission has 24 members. One member is ex officio and is the
principal administrative official for agricultural affairs at the University of Maryland
System as designated by the Chancellor of the University. The Governor appoints the
remaining 23 members as follows:

(19) One from a list of at least [2] TWO nominees representing viticulture;

and

(c) The term of membership is [three] 3 years. A person may not serve more
than two consecutive terms. Members of the Commission appointed before January 1,
