(5) For noncompliance with any [program] FIP requirement other than a
work activity, temporary cash assistance shall be resumed upon compliance with the
[program] FIP requirement.

(6) For noncompliance with a work activity, temporary cash assistance shall
be resumed in the following manner:

(ii) For the second instance of noncompliance, temporary cash
assistance shall be resumed after 10 days of compliance [in] WITH the [ program]
WORK activity; or

(b) During a certification period, the Department may at any time cancel,
suspend, or revoke assistance if:

(2) The recipient has failed to comply with [program] FIP requirements.

(c) (2) Except as provided in paragraph (3) of this subsection, the Governor
shall provide sufficient funds to maintain the [Family Investment. Program] FIP at the
level of the Fiscal Year 1997 appropriation.

(d) If the Secretary determines during the fiscal year that the funds available for
the FIP [program] are insufficient to make payments in accordance with the amount of
assistance otherwise established by law, the Secretary shall:

(1) Provide for a uniform method of adjusting individual payments;

53.

(a) (2) (i) Subject to subparagraph (ii) of this paragraph, the Secretary shall
allocate to demonstration projects under this section at least 10% of the total savings that,
as of July 1, the [Family Investment Program] FIP anticipates achieving during the
current fiscal year through caseload reductions or other reductions in the total amount of
cash assistance benefits paid to families compared to the total amount of cash assistance
benefits budgeted.
