(c) The Secretary of Human Resources shall enter into a grant agreement with
the Montgomery County government for administration in Montgomery County of
programs administered by local departments elsewhere in the State. The grant agreement
shall:

(1) Provide for payment to Montgomery County for costs to administer
State programs, including salaries, overhead, general liability coverage, [worker's]
WORKERS' compensation, and employee benefits, at State funding rates as provided in §
13(d) of this article, excluding amounts attributable to county salaries or benefits that
exceed comparable State salaries or benefits; and

(j) "Recipient" means all individuals in [an] A FIP case.

(1) "Temporary cash assistance" means the cash assistance component of the FIP
[program] funded in whole or in part through Title IV, Part A, of the Social Security
Act.

(m) "Transitional assistance" means assistance provided to [an] A FIP recipient
whose temporary cash assistance has been terminated for noncompliance with FIP
[program] requirements.

The Secretary shall:

(1) Establish and implement [an] A FIP [program] that meets the
requirements of this subtitle and of federal law;

(2) Supervise the administration of the FIP [program] under this subtitle
by local departments;

(3) Cooperate with the federal government in matters of mutual concern
pertaining to federal funding for the FIP [program]; and
