(g) (2) In addition to provisions otherwise required by this section, the
regulations shall include the following:

(iv) A set of selection criteria which the Trust must consider in
recommending approval of applications for grants and which must include:

[A.] 1. The relative historical or cultural significance of, and
urgency of need for, the project being financed with the grant;

[B.] 2. The extent to which there is any proposed contribution
by the appropriate local jurisdiction to support the project being financed with the grant;

and

[C] 3. Other factors that may be relevant, such as the
geographic distribution of grant assistance from the MHT Grant Fund.

(b) Except as otherwise provided in Title 5, Subtitle 7 of the Family Law Article,
all records and reports concerning child abuse or neglect are confidential, and their
unauthorized disclosure is a criminal offense subject to the penalty set out in subsection
(e) of this section. Reports or records concerning child abuse or neglect may be disclosed
only:

(2) To personnel of local or State departments of [Social Services] SOCIAL
SERVICES, law enforcement personnel, and members of multidisciplinary case
consultation teams, who are investigating a report of known or suspected child abuse or
neglect or who are providing services to a child or family that is the subject of the report;
