(3) Except as provided in § 464B(a)(5) of this subheading, in vaginal
intercourse with another person who is 14 or 15 years of age and the person performing
the act is four or more years older than the other person.

[Rogues and Vagabonds]

[491.

In any indictment, information or warrant for rogues and vagabonds as defined in §
490 of this article, it shall be sufficient to use a formula substantially to the following

effect: "That A-B on the_ day of_, 19_, in the County (City) aforesaid,

was a rogue and vagabond in violation of Section 490 of this article; contrary to the form
of the Act of Assembly in such case made and provided and against the peace,
government and dignity of the State."]

(f) The offenses referred to in subsection (e) of this section are:

(1) Those offenses specified in the following sections of Article 27, as they
may be amended from time to time:

(ix) Section 388 (relating to manslaughter by automobile,
[motorboat,] etc.); and

(g) For purposes of this section, the term "police officer" means any person who,
in an official capacity, is authorized by law to make arrests and who is:

(8) Appointed, or given the powers of, a special policeman employed and
compensated by the State for the enforcement of law and the maintenance of order on
property of the State or of any of its agencies, or for the protection of such [property;]
PROPERTY, AND INCLUDES a member of the Department of General Services security
force;
