(A)    Medium Security Housing Unit #5. Provide a portion of the funds
to construct and equip a fifth medium security housing unit.........

(B)    State Use Industries Furniture Shop. Prepare detailed plans to
construct a furniture shop..................................................................

RA01             MARYLAND STATE DEPARTMENT OF EDUCATION

(A) State Library Resource Center. Prepare preliminary plans for
alterations and an addition to the State Library Resource Center;
provided that no funds may be expended until the Maryland State
Department of Education and the State Library Resource Center
(SLRC) provide a report to the budget committees:

(1) detailing the history of operating and capital funding support
for SLRC by the State and by Baltimore City and indicating
the level of future operating support which will be required of

each;

(2) providing a strategic plan for SLRC to increase the use of
SLRC by other libraries through increased use of new
technology, enhancement of collections, and provision of
specialized services (e.g.,          manuscript

restoration/preservation). The plan should indicate the costs
associated with these initiatives;

(3) providing a cost-sharing proposal based on the benefits to the
State and to the city; and

(4) indicating the potential for raising private funds to assist in
the renovations.

And further provided that no funds may be expended until the
Department of General Services reports back to the committees on
the reasonableness of the project costs provided by the library's
consultants. The budget committees shall have 45 days to review
and comment on the reports prior to expenditure of these funds.

It is the intent of the General Assembly that the State assume the full
cost of:

(1) the design of the addition to and renovation of the State Library
Resource Center (SLRC); and

(2) the construction of the addition to the State Library Resource
Center.
