(4) THIS SUBSECTION DOES NOT REQUIRE AN INSTITUTION OF HIGHER
EDUCATION TO:

(I) DEVELOP NEW SERVICES FOR FIP RECIPIENTS THAT ARE
SEPARATE FROM EXISTING SERVICES THAT PROVIDE FIP RECIPIENTS WITH

EDUCATIONAL OR EMPLOYMENT RELATED SERVICES; OR

(II) LIMIT THE SERVICES OF THE STUDENT VOLUNTEERS SOLELY TO
FIP RECIPIENTS:

(E) AN ORGANIZATION FUNDED UNDER THE FAMILY INVESTMENT PROGRAM
MAY NOT DISCRIMINATE ON THE BASIS OF RELIGION RELIGIOUS BELIEF OR REFUSAL
TO PARTICIPATE IN A RELIGIOUS PRACTICE WITH RESPECT TO ANY INDIVIDUAL'S
RECEIPT OF SERVICE UNDER THE PROGRAM

(F) THE DEPARTMENT OF HUMAN RESOURCES SHALL PROVIDE ALL PERSONS
RECEIVING BENEFITS UNDER THE FAMILY INVESTMENT PROGRAM WITH CLEAR AND
TIMELY NOTICE OF THEIR RIGHTS UNDER SECTION 104(E) OF P.L. 104-193 (1996).

48.

(a)     A family is potentially eligible for assistance under this subtitle only if the
family includes:

(1)     A minor child who resides with a custodial parent or other adult
caretaker relative of the child; or

(2)     A pregnant individual.

(b)     Assistance shall be provided under this subtitle only if the applicant for or
recipient of assistance:

(1)     Resides in this State at the time of application for the assistance;

(2)     AT THE TIME OF APPLICATION FOR ASSISTANCE, SIGNS AND
RETURNS TO THE MANAGED CARE ORGANIZATION IN WHICH THE APPLICANT OR
RECIPIENT IS ENROLLED IN ACCORDANCE WITH THE MANAGED CARE PROGRAM
ESTABLISHED UNDER TITLE 15, SUBTITLE 1 OF THE HEALTH GENERAL ARTICLE A
MEDICAL RELEASE FORM THAT WOULD ALLOW THE DEPARTMENT OR ITS
DESIGNEE TO RECEIVE THE RESULTS OF ANY SUBSTANCE ABUSE SCREENING,
ASSESSMENT, OR OTHER TEST PERFORMED ON THE APPLICANT OR RECIPIENT BY
THE MANAGED CARE ORGANIZATION OR ITS DESIGNEE FOR THE PURPOSE OF
DETERMINING THE APPLICANTS OR RECIPIENTS NEED FOR SUBSTANCE ABUSE
TREATMENT;

(2)     AT THE TIME OF APPLICATION FOR ASSISTANCE, SIGNS A MEDICAL
RELEASE THAT, FOR ANY APPLICANT DETERMINED ELIGIBLE TO BE A RECIPIENT OF
CONTINUING TEMPORARY CASH ASSISTANCE WOULD ALLOW THE DEPARTMENT OR
ITS DESIGNEE TO RECEIVE FROM THE MANAGED CARE ORGANIZATION FN WHICH
THE RECIPIENT IS ENROLLED IN ACCORDANCE WITH THE MANAGED CARE
PROGRAM ESTABLISHED UNDER TITLE 15, SUBTITLE 1 OF THE HEALTH - GENERAL
