(b) The entire area of Prince George's County is within the regional district[,
with the exception of the City of Laurel, as its corporate boundaries are defined as of July
1, 1994. A municipal corporation within the areas added by this subsection to the
Maryland-Washington Regional District is not authorized by means of an amendment to
its charter or otherwise, to exercise any of the powers relating to planning, subdivision
control, or zoning granted by the Maryland National-Capital Park and Planning
Commission or the County Council of Prince George's County. If this subsection for any
reason is held by any court of competent jurisdiction to be invalid, it is declared to be the
intention of the General Assembly that this subsection is severable and that the
remaining portions of this subsection would have been enacted without the invalid
portions].
SECTION 2. AND BE IT FURTHER ENACTED, That Section(s) 3-102(c) and
7-104 of Article 28—Maryland-National-Capital-Park and Planning Commission of the
Annotated Code of Maryland be repealed.
SECTION 2. AND BE IT FURTHER ENACTED. That nothing in this Act may be
construed as to affect the rights of any bondholder as of the effective date of this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That, notwithstanding the
provisions of Article 28 of the Annotated Code of Maryland, Prince George's County may
not collect any delinquent Metropolitan District taxes owed but not levied before the
effective date of this Act under Article 28 of the Annotated Code of Maryland from those
persons who are residents of Election District 10. excluding public service companies.
SECTION 3 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1997.

circumstances and subject to certain conditions; making stylistic changes; and
generally relating to the Washington Suburban Sanitary Commission and its bond
