and program title or, in the event there is no CFDA number, by program title. Agencies
shall submit this report not later than October 15, 1997. This report shall not be required
for federal programs which operate on an entitlement basis, from the Department of
Transportation with respect to its capital program, or from public institutions of higher
education; and

(b) For Fiscal Year 1998, except with respect to capital appropriations,
to the extent consistent with federal requirements:

(i) When expenditures or encumbrances may be charged to
either State or federal fund sources, federal funds shall be fully utilized before State funds
may be charged. This policy does not apply to the Department of Human Resources with
respect to federal funds to be carried forward into future years for child care, child
welfare, or welfare reform activities;

(ii) When additional federal funds are sought or otherwise
become available in the course of the fiscal year, agencies shall consider, in consultation
with the Department of Budget and Management, whether opportunities exist to use these
federal revenues to support existing operations rather than to expand programs or
establish new ones; and

(iii) The Department of Budget and Management shall take such
actions as appropriate to effectively establish these as policies of the State with respect to
administration of federal funds by executive agencies.

SECTION 18. 33. 37. AND BE IT FURTHER ENACTED, That numerals of this
bill showing subtotals and totals are informative only and are not actual appropriations.
The actual appropriations are in the numerals for individual items of appropriation. It is
the legislative intent that in subsequent printings of the bill the numerals in subtotals and
totals shall be administratively corrected or adjusted for continuing purposes of
information, in order to be in arithmetic accord with the numerals in the individual items.

SECTION 19. 34. 38. AND BE IT FURTHER ENACTED, That pursuant to the
provisions of Article III, Section 52(5a) of the Constitution of Maryland, the following
total of all proposed appropriations and the total of all estimated revenues available to
pay the appropriations for the 1998 Fiscal Year is submitted:
