Ch. 3

(1) In order to comply with the provisions of Chapter 353 of the Laws of
Maryland, 1996, general fund appropriations shall be reduced by $4,074,648 $2,600,000
$3,000,000.

(2) The Governor shall (a) develop a schedule for allocating this reduction to the
programs of the executive branch which do not reflect the salary and fringe benefits
savings established under the law, (b) take such actions as may be required to implement
the reduction under Section 7-213 of the State Finance and Procurement Article, and (c)
reduce positions in these programs to achieve the required reduction.

SECTION 32. AND BE IT FURTHER ENACTED, That any budgetary actions
or transfers of funding between objects or subobjects as a result of a collective bargaining
agreement must be contained in a budget amendment in Fiscal Year 1998 and submitted
to the budget committees for review and comment consistent with the process in Section
28 of this Act.

SECTION 33. AND BE IT FURTHER ENACTED, That the Injured Workers'
Insurance Fund shall reduce its Calendar Year 1997 budget for out-of-state travel by $5,000.

SECTION 34. AND BE IT FURTHER ENACTED, That the Department of Budget
and Management shall make available position-level personnel detail for State agencies. In
addition, the University of Maryland System should work toward developing position-level
detail to be submitted annually with the budget. These data shall be made available in a
format subject to the concurrence of the Department of Fiscal Services.

SECTION 35. AND BE IT FURTHER ENACTED, That, in the expenditure of
federal funds appropriated in this budget or subsequent to the enactment of this budget
by the budget amendment process:

(1)    State agencies shall administer these federal funds in a manner which
recognizes that federal funds are taxpayer dollars which require prudent fiscal
management, careful application to the purposes for which they are directed, and strict
attention to budgetary and accounting procedures established for the administration of
all public funds; and

(2)    State agencies shall administer and apply federal funds in a manner
which will permit prudent management of the totality of resources available to the State.
To implement this objective. State agencies shall:

(a) Report to the budget committees, the Department of Budget and
Management, and the Comptroller:

(i) the amount and source of any federal funds included in the
Fiscal Year 1997 budget but not attained in that fiscal year;

(ii) the amount of federal funds appropriated and available in
Fiscal Year 1997 but unexpended in that fiscal year; and

(iii) the amount of federal funds awarded or otherwise available
as of June 30, 1997, but not reflected in the Fiscal Year 1997 or 1998 budgets.

Amounts shall be identified by Catalogue of Federal Domestic Assistance (CFDA) number
