National Guard who is under the control and jurisdiction of the Military Department, and
who is charged with exercising police powers in and for the military property, designated
as the Glenn L. Martin State Airport, to which the individual is assigned. However, any
person who is exempt under this provision may be certified as a police officer if that
person meets the selection and training standards of the Commission.
[(iii)](3) "Police officer" includes a member" of the Investigative
Services Unit of the Comptroller's Office.
[(9)](K) "Police supervisors" means those police or law enforcement
officers who have been promoted from the patrolman rank to first-line supervisory duties.
[(10)](L) "Police administrator" means those police or law enforcement
officers who have been promoted from the noncommissioned rank to first-line
administrative duties up to but not exceeding the rank of captain.

[(b)] (A) There is hereby established in the Department of Public Safety and
Correctional Services, a Police Training-Commission whose membership shall consist of
the following persons:
(1) The President of the Maryland Chiefs of Police Association; the
President of the Maryland Sheriffs Association; the President of the Maryland Law
Enforcement Officers, Inc.; the Attorney General of the State of Maryland; the Secretary
of the State Police; the Commissioner, Baltimore City Police Department; the Chancellor
of the University of Maryland System; the agent in charge of the Baltimore office of the
F.B.I.; the President of the Eastern Shore Police-Association; a representative of the
Maryland State Lodge of Fraternal Order of Police; the Deputy Secretary of Public Safety
and Correctional Services; and three police officials of the State to be appointed by the
Secretary of Public Safety and Correctional Services, with the approval of the Governor,
and with the advice and consent of the Senate, to represent the State geographically, the
appointments to be made for a three-year term provided that, for the first term, one
official shall be appointed for a term of one year, one for a term of two years, and one for
a term of three years.
(2) The nonappointive officeholders may elect to serve personally at any or
all meetings of the Commission or may designate a member of their respective
association, office, department, university or agency to represent them and to act for
them at the said meetings to the same effect as if they were personally present.
[(c)] (B) (1) The Deputy Secretary of Public Safety and Correctional Services
or the Deputy Secretary's representative, shall be chairman of the Commission. The
Commission, at its initial organization meeting to be held promptly after the appointment
and qualifications of its members, and thereafter annually shall elect a vice-chairman
from among its members, and shall meet at such other times within the State of Maryland
as it or its chairman may determine. A majority of the Commission shall constitute a
quorum for the transaction of any business, the performance of any duty, or for the
exercise of any of its authority.
