(a) (2) Of the Board members:

(i) 1 shall be appointed from a list of at least 3 qualified individuals
submitted to the Governor by the Chancellor of the University [of Maryland] System OF
MARYLAND;

(a) (3) "Law enforcement officer" means any person who, in an official
capacity, is authorized by law to make arrests and who is a member of one of the following
law enforcement agencies:

(vi) The police department, bureau, or force of any bicounty agency or
constituent institution of the University [ of Maryland] System OF MARYLAND, Morgan
State University, St. Mary's College, or of any institution under the jurisdiction of the
Maryland Higher Education Commission;

The Governor's plan shall include but not be limited to:

(8) provisions to maximize the utilization of existing State, local, and private
institutions and organizations which have demonstrated effectiveness in the provision of
employment and training programs (which include but are not limited to public schools,
including career and technology education centers, community colleges, State approved
proprietary schools, State colleges and universities, the University [of Maryland] System
OF MARYLAND, and business and industry).
